Digital Terrorism and Hate

Educating Canadian Law Enforcement

The perceived anonymity of the Internet has made it a well-utilized venue for some of Canada’s most extreme bigots and terrorists. As the web activity of those who undermine Canadian values and endanger Canadian citizens increases so to must that of Canadian law enforcement – from front-line officers to hate crimes units.

Drawing on the experience of the state-mandated Tools for Tolerance® courses in the United States, and the Wiesenthal Center’s acclaimed annual report, Digital Terrorism & Hate, FSWC has become the leader in training Canadian police officers and investigators on investigative internet usage.

Many of the largest police and intelligence forces have sought counsel and received formal training from FSWC officials.

Workshops & Presentations:

Investigating Internet Extremism

  • Since its launch in early 2007, Investigating Internet Extremism has been welcomed by Ontario police forces and included in mandatory training sessions and professional development courses.

The workshop works from the premise that in order for law enforcement to be effective in the arena of hate, it must be proactive rather than reactive. Police officers and investigators are given the knowledge, tools and resources to effectively prevent crimes from happening using the Internet.

Investigating Internet Hate consists of three components; namely infiltration, Internet tools and legalities. In the first section, police officers are introduced to the most frequented web forums, allowing them to become ‘part of the community’ and investigate varying groups and their activities. In the second section attendees are instructed on the usage of open-source information and literally taught how to use the Internet and their own computers to investigate the people behind problematic websites. The third and final component of this workshop provides a review of Canada’s anti-hate laws, including actual case studies so officers are familiarized with the laws they are entrusted to protect.
  • Take-home materials allow the lessons police officers learn in this workshop to be implemented in their offices.
  • Workshop time: 2.5 hours

Investigating Internet Terrorism & Extremism – Advanced Training Session

  • This interactive workshop introduces law enforcement to the tools and techniques of investigating terrorism and extremism online. Investigators will spend an entire day becoming acquainted with the most active domestic and international hate/terrorist groups, becoming familiar with readily-available open source information and the technical aspects of operating their computers.
